Uruguay has a warm climate all year round, it very rarely gets extremely hot in summer or cold in winter. This is a year round destination, there is no best time to visit.
If you are an EU citizen you will only need a valid passport to enter Uruguay on arrival you will just need to complete a tourist card and you can stay up to 90 days.
Uruguay is a an excellent destination in terms of accommodation, eating out and sightseeing. Your biggest cost will be getting there, flights to Montevideo are not cheap due to the remote location of the country.
